Though I can't quote the college rule specifically...for the moment I'm pretty sure it doesn't specifically outlaw choreographed celebrations (like the NFL does). I can see why these celebrations rub people the wrong way and why some would like to see them curtailed...but to me it doesn't make a difference. So long as the celebrations aren't unsporting, no need to penalize.
