In the rule book, I read all of 3-6, that starts on page 38. No where in there do I see anything that states that the head coach shall be restricted to the dugout for using an illegal substitute. I do see it for an unreported sub.

Then in the case book, I looked at 3.6.7 situation A & B and it just addresses the unreported substitute this is on page 31. And on page 32 under 3.6.7 situation C, it also addresses unreported substitute. If you go back to page 28 in the CB, and look at illegal substitutes 3.4.1 situation A & B, both state that the illegal substitute is confined to the dugout, but nothing about the coach. In situation C, the coach is ejected.
In 3.4.2, also on page 28 in situation A,B, & C all address an illegal substitute. And all state that the IS is restricted to the dugout. But nothing about the coach. So based on what I am seeing, I would be inclined to eject the coach for using an illegal sub, more then restricting to the dugout.

Where in all these do you see that the coach is restricted to the dugout?
Probably mistaken for "unreported substitute" penalty.
