I'm confused. If all other NF PSK provisions apply, how come R cannot decline K's foul and retain possession after penalization of their foul?

Is there a difference between change of possession for PSK purposes (kick crosses the expanded neutral zone) and change of possession for double foul purposes (actual possession of the kick)?
