It was changed in 1993 Ed. You might say that up until then, we really did have a form of a PSK even if it was only for one specific foul.
My thought at the time they changed the enforcement was "are you kidding? We have to give the ball back to team-K because a team-R receiver gave a lousy signal". Ouch!
I'm all for PSK in NF/high school football but not the way it was implemented. I'll just have to live with it. No problem, PSK is not new to me, I just have to learn a couple differences.
