I do consider the location of the contact to be an indicator of whether the defender got in front of the offensive player or if the offensive player got his head and shoulders past the defender. In my opinion, the offensive player did not get his head and shoulders past the defender moving laterally on this play. The contact seems to be above the I in Irish and below the black memorial patch on the jersey of the defender.

Also, the fact that the offensive player's left foot initially comes down on top of the defender's right foot, tells me that the defender did beat his opponent to this spot on the floor.
