The NBA didn't exist in Minnesota from when the Lakers left until the Timberwolves started play in 1989.

The NBA 3 started in 1979-80.

Perhaps they played an exhibition game and tested out the 3-pointer then. Or they left the line from when the Muskies played there 11 years earlier.
