The decision whether an UNC flag is appropriate OR NOT, is made by the covering official, based on a unique and specific incident, rather than an arbitrary "one size fits all" mandatory (a practice that has proven successful for 125 years).

Regarding the PI change call, the Referee has acknowledged that it would have been less confusing had he recognized there was a discussion between wing officials and waited for a conclusion before making an announcement. As always field officials don't have the advantage of hind sight and speculation given to "announcers" and make decisions in real time, subject to replay review rules.

There is inevitably a very fine line between what is, and what is not, incidental contact, and the objective of ALL officials is to assess that difference CONSISTENTLY THROUGHOUT the contest, regardless of who, or which team, the assessment applies to.
