Worst review decision ever?

Try the correct call. It's an easy review decision when one knows the rules involved in the play

The player loses possession of the ball prior to the ball breaking the plane of the goal line....to regain possession of the ball again, he must complete the process of recovering a loose ball....control of the ball, 2 feet on the ground or any other body part other than the hand(s) or a foot...and because he's going to the ground, he must complete the process by maintaining possession of the ball through contact with the ground.

The player regains control of the ball but does not maintain possession of the ball through contact with the ground. In fact, the player didn't even get any body part inbounds have he regained control of the ball. As such you can't award a touchdown in this case....but rather a touchback.

You'll see the requirements are the same as those for a catch...that's cause the rule is the same for the recovering any loose ball.
