IAABO believes that it's an easy way (for beginning officials) to remember that there are
only five correctable errors, and that
four of them, the four fingers, have to do with free throws, whereas the fifth, the thumb, is about canceling, or counting, in error, a score.
Unfortunately, as Big Cat pointed out, IAABO could have done a better job with labeling.
With the exception of the poor labeling, I believe that it's a pretty good mnemonic device.
