I have to admit that if the announcer can't announce who scored a basket while the clock is running, there's really almost no need for an announcer during the game.
From my former role as a statistician and announcer, I understand the rationale behind the emphasis and guidelines. However, if enforced to the letter, this seems to go a bit too far in the other direction. I'd be in favor of allowing non-emphatic information about who scored a basket--
"Basket by #23, Sarah Smith"--as it happens as the only information to be permitted when the clock is running (with the current allowance for emergencies).
