This rule came into NFHS rulebooks everywhere about 2 seconds after Brandi Chastain removed her jersey when the USA won the 1999 Women's World Cup. I have no doubt that they did not think about things like blood on the jersey and other reasonable things when they made the rule. Or, perhaps they did and just felt a black and white rule was easier than asking officials to apply reasonable judgment.
