NFHS 3-5-2-a (note) allows for a Head Coach to designate another coach, for the purpose of calling charged TOs. It advises, "The head coach's designee shall remain in place for the entire game except in case of emergency".
It's worth noting, any and all players are empowered to call charged TOs.
