In our state we are supposed to fill out a Special Report (used for unsporting and many unusual situations) if a HC does not attend the captain's and coach's meeting, but my understanding that is only for if the coach is present. If the coach is not there because of some delay or other unusual situation, I do not think I would even bother to contact the state.
