It is forward-pass interference if:
a. Any player of A or B who is beyond the neutral zone interferes with an eligible opponent's opportunity to move toward, catch or bat the pass.
You can't presume a pass is going to be thrown, so the above passage refers only to the situation that obtains when there is an actual pass. Same with opportunity to catch a kick.
