0-99. which is not 01-99, 01-09 and 10-99, etc.

00 is legal. 0 is legal. Numbers less than 10 that are single digits with the exception of 0 (00) can't have a 0 preceding it.

That's how I'd read it, and since they usually (but not always) follow NCAA guidance, that's how the NCAA interprets it, so that's how I would as well.

But I'd ask your state association for a final ruling.
