Going through my handy, dandy NCAAW CCA manual I see the following:
*(p. 56/Lead Court Coverage) L should pick up any secondary defenders that set up near the restricted arc for a potential crash situation on the drive to the basket.
*(p. 109/Double Whistles) The outside officials (C and T) should be patient with signals on plays to the basket...Plays to the basket on strong side are L's to give up.
Now...I know the T & C shouldn't have the first whistle on this. I also know there wasn't a double whistle. However it's the "(p)lays to the basket on strong side are L's to give up" statement that has me thinking T or C could have had a whistle, mainly because of the slight delay in the L's whistle. As I mentioned before it seemed as though he delayed hoping for some help.
