The coach can withdraw the request up to the time they physically enter the match, however there may be consequences for withdrawing the sub.

1.) If the withdrawal is before the R2 acknowledges the request for substitution, there is no penalty.

2.) If the withdrawal comes after the R2 acknowledges the request, a delay of game sanction is assessed. The effects of the sanction is determined by which rule set is used. If this is under NFHS rules, the delay of game forces the offending team to take a time out if available, or award a point to the opposing team if no time out is available. Under USAV and NCAA rules, the delay sanction could be a warning or a loss of rally (point for opposing team). If USAV, the first delay in the match results in a warning, and in NCAA, the first delay in the set results in a warning. All subsequent delays are loss of rally.

With that said, the R2 should use preventative officiating to avoid this situation.
