Answer to second question is 1.) coach is not charged with a t/o if the decision is reversed. However, the first question is tricky. I believe the correct answer is 3.) top must not match teammates, but I would answer 4.) none of the above.
My understanding of the libero rule is:
1.) beginning is fall of 2016, the libero or the teammates must have a solid color jersey, and the jersey worn by the rest of the team must contrast with the other jersey.
2.) currently, the libero jersey must contrast with the other jerseys and may not contain more than 25% of the primary color of the other jerseys.
