Temporary fence question

Yesterday the tournament was using temporary fencing. The wind was relatively strong and was blowing in from left field. This caused the fence to lean inward at about a 60-70° (where 90° is upright). A hit to left field rolls to the fence in the area where the fence is leaning in.

This got me thinking...

Surely, we can't expect the defenders to root under a collapsed fence for the ball, but where is the threshold for how far the fence is leaning in?
