If something is loose on a bat, then, Yes, it needs to be removed from the game or made legal.

I'm not exactly sure of the purpose of this ring on the top of the handle. I saw two bats during a pre-game inspection with the same thing. But there is nothing in the rules that require the handle to be free of manufacturing quirks like this. It only needs to be round or oval in cross section, and have a legal grip.
