Perhaps try a little warm water and a soft cloth. Maybe some windex? Maybe even some nail polish remover? I've actually used the nail polish remover on some patent leather shoes many years ago to remove scuff marks...and it worked great. They were not referee shoes, however, and they may have been a different material.....so try it in a non-visible spot first (or on an older pair).

^^^^^Windex. I wore them for 20 years while in the military and all you need is windex. Once you scuff them though, they are done as you can't fix the scuffs.
