No they're not, not if they've already been in there for several seconds, especially if they're gaining an advantage (oh, oh, now I've done it), unless, of course, they're moving to immediately try for a goal.
And they can "keep moving" in the lane all day long, but I'm still going to call a three second violation if they just keep running around in circles in the lane, and never get out of the lane.
And, no, three seconds has not been among my best calls of the season, but I call it when I have to, and I warn when I'm able to.
