I don't have my case book in front of me, but I believe there is a strange case where the clock shows zero but the horn didn't sound. In this case (not sure how this happens -- but in case it ever did), I think the ruling is that the period is not over until the horn sounds so you would shoot all shots with players on the line.

This can happen when the clock does not display tenths of a second. Not very common anymore.
