I think there's a NCAA rule regarding not being able to call a TO while heading OOB but I wasn't sure if that was only if the player was airborne or not.

Yes. The relevant rule is:

5-15.1. No timeouts shall be granted:
c. To a player or coach when an airborne player’s momentum is carrying him out of bounds or into the backcourt.
