The NFHS had a POE a couple of seasons ago describing actions which should be called intentional fouls. The bear hug was one of them. The situation doesn't matter. Regardless of time, score, or the ball being inbounds after a throw-in or still in the throwers hands, this should be rules an intentional personal foul under NFHS rules.
