DQ would be kind of harsh, don't you think? 
At any rate, I'm in the camp of folks who would let the young lady play while wearing the tights then send a note to whatever association is responsible. I'd like to think by late December a ruling would've been sent out but if no one ever asked the relevant people about the situation such is life.
