Not according to the NCAA Manual. Assuming there's no change by the SUP in the 2014 Manual......

NO RUNNERS ON BASE-Foul Fly to the Infield Area
U1:
>When the fly ball is on the first base side, move into foul territory to bracket the play with the plate umpire.
>Be alert not to interfere with any fielders attempting to make a play on the ball.
>Close down the distance to the play of the infielders are diving , the ball is up against the fence or near the dugout area.

Make the call on the catch/no catch if the play is facing you. Otherwise the plate umpire will make the call.
Three Umpire Crew:
NO RUNNERS ON BASE
Reads same as above for both U1 and U3.
RUNNER ON FIRST
U1:
Again, same as above with two additional mechanics added to the coverage...
>Communicate with U3 to come make any call on R1.
>When return throw goes to first base, watch play and be prepared to give help if requested.
