So far, you've got only 6 on the LOS, so it's not legal. If there's a man on the LOS on the other end, it would be legal.
In NFHS, there is no requirement that the snapper be in the "center" of the line or that he must wear an ineligible number. Provided the other requirements are met (5 with ineligible numbers and 7 on the LOS), the formation would be legal.
