"Substitute FT" means "do-over for the one that was in process when the incident occurred."

So, when there's a foul after the ball is in flight, the current FT stands, whether it was made or missed. If it was a 1-1 and the first is missed, there's no second FT. If it was the first on 2 (or 3, or second of 3, etc), then the second (or third) is shot.

Contrast that with a foul (by the offense) before the FT is in flight, or a violation by the defense. Here, the current FT is "canceled" and a "substitute" FT is awarded -- a "do over"
