It's a free kick, which by rule is a place kick or drop kick (the exception for free kicks after safeties does not apply). 2-24
There is no snap, because it is a free kick, not a scrimmage kick. Think kickoff. The only difference is that this kickoff can score 3 points if the kick goes through the goal.
