I'm imagining how this would work, the ball is in-flight by ft shooter, the opponent steps into the lane but keeps the foot off the surface, but it may appear that it was on the floor.

In NFHS rules, it doesn't matter if the foot hits the floor. Breaking the plane is a violation.
How tightly it's called is another matter.
And I have no idea about the metric rule.
