When the opposing team has had the opportunity to complete an attack, which means one of the following must have taken place:

1. When the ball is falling near the net, and in the R1's opinion, no legal member of the opposing team had a legitimate chance to make a play
2. When the opposing team has had three hits
3. When, in the opinion of the R1, the opposing team has had the opportunity to complete the attack or directs the ball toward the other side of the court
