" All Divisions will play according to the 2003 Little League Rulebook no exceptions.
"The rulebook states that a team must field 9 players or forfeit."
Actually, the rule book says failure to field 9 players shall NOT be grounds for an automatic forfeit, but that it shall be referred to the BoD for a decision. See 4.16 and 4.17.
The protest of an automatic forfeit was thus valid.
The District (BoD) decision to allow play with 8 is not supported by rule.
