Illegal Bat on Free-Kick Declined?
I was watching a replay of Jacksonville Jaguars vs. Tennessee Titans (Week 17/2012). Here is a snippet from the play-by-play:

J.Scobee kicks 51 yards from JAX 35 to TEN 14. D.Reynaud MUFFS catch, ball out of bounds at TEN 16. Penalty on TEN-D.Reynaud, Illegal Bat, declined.
Why would they decline the penalty? I assume it would have moved it back to TEN 8, but there is obviously some strange rule interpretation because it was on a free kick.
