In NCAA, if a batter intentionally gets hit by a pitch that is outside the strike zone, the ball is dead and the pitch is ruled a ball. This is true for every softball ruleset that I can think of.
The major difference between NCAA and other rulesets is that the NCAA does not require a batter to attempt to avoid getting hit by the pitch.
NCAA Rule 11.16 states, "A batter is awarded 1st base when a pitched ball is entirely within the batter's box and it strikes the batter or her clothing. No attempt to avoid being hit by the pitch is required, however the batter may not obviously try to get hit by the pitch."
"The hit batter shall not be awarded 1st base if the batter obviously tried to get hit by the pitch (regardless of its location.)"
