Hello

At the recent Va Tech vs Elon Univ there was the following situation

Bases loaded (Va Tech)
1 out
Count is 2-2
Pitch is a change up
Batter either moves hands toward pitch to get hit or
She was attempting a swing anyway movement was toward the pitch not away from pitch
Ball hits her hands on bat and ball goes foul
Umpire places batter on first HBP
Elon coach argues batter moved to get hit by pitch
Umpires confer and decision was the following
All runners return to base
Batter returns to plate
Count is now 3-2
Ruling is a Dead Ball, Ball

I have never heard of a dead ball ball. Is that a new ruling? And can someone explain it.
I thought it was a dead ball strike or HBP but never of a dead ball ball
In golf it could be a mulligan
