Honestly, I don't understand how there is no call here. It is the only play the C is refereeing and you have offensive players elbows moving outside his frame, contact to the head/torso and the defender falls like a sack of potatoes.
This is a foul any way you slice it.
The only thing I can think of is that he let the play get right in his lap and got surprised.
