The National Weather Service does
not name winter storms. Unlike hurricanes which are long lived and move in a fairly predictable path, winter storms can quickly increase, and decrease, in intensity, they can dump various amounts of snow, or the liquid equivalent, on areas with different elevations, and can form anywhere along a frontal boundary, even forming several different storms along a very long frontal boundary.
The Weather Channel was one of the first to start naming winter storms. A few local television stations have followed suit, but with their own, different, names.
