Hit By Pitch - NCAA

Prodded from a trivia question elsewhere, I find the following conundrum.

The batter, while attempting to avoid a very errant (perhaps bouncing) pitch, inadvertently gets hit while not within (and not in front of) the batters box.

HBP? Or No Pitch?

10.10.5 seems clear cut, but 11.16.3.1 would be unnecessary if this was intended to be a NP by the NCAA rulesmakers. As would 11.16.3.4.

I seem to recall this is supposed to be a HBP, but the rule-change (or clarification if you will) was mucked up. Is there something in writing from NCAA to clear this up?
