You must call a lot of illegal dribbles if you don't know when a player can begin a dribble.

You know a player cannot begin a dribble after lifting his/her pivot foot. And you know a player cannot begin dribble if they jump in the air with the ball. What else are you looking for that will help you with your original scenario.
