This is addressed by Evans in the JEA. There's no reason why I would not rule Fed accordingly.

Runners may touch and assist each other, but the trail runner may not pass the lead runner. If that occurs, the passing (trailing runner) should be declared out. He should not be declared out until he has totally passed the preceding runner with his body.
