It would seem to me that Case 10.4.1 B covers this, even though it specifies during intermission and my situation was technically simultaneous with the conclusion of the first half and the whistle was blown prior to the horn. Last night however, my belief was in the minority of the crew.

Is this correct or are the few seconds between end of first half and halftime so critical as to change the outcome?
There's no such thing as simultaneous. You have to decide did the T occur before the end of the period and or after the period is over. That determines how you administer it.
