Ya. Terminology is less than ideal when they say the booth reviews. It looks like this one was sent to the ref. It's kind of a hybrid. The booth essentially upholds plays (by inaction -- not buzzing), but does not reverse them; only the ref can do that. All that said, supposedly reversals are at a very high percentage when the booth buzzes.

The NFL seems to be putting this on one the ref as time goes by. Today, a spokesman is quoted as having said if the call had been interception, the league would not disagree with that either -- there's just not enough evidence to say either way is their position.
