Great question. In a word, no.
Check out the TOR Project (
https://www.torproject.org/) -- it's used to protect your online anonymity. This is what this guy is using, thus an IP ban is fruitless, as it changes all of the time.
Looking into other options right now... Will be adding some moderators, which may take care of the issue really.
