Ineligible Downfield

Is there any ruleset (NFHS, NCAA, NFL) which does not allow offensive players to release downfield and block on a "pass" which does not go beyond the LOS? In other words, a screen pass?

I was watching the local "semi-pro" team play, and they threw a screen pass to their running back behind the LOS, and a flag was thrown and penalty marked off against them. The R gave the signal for an ineligible man downfield. I was sitting close enough that I could hear the LJ tell the coaches that it was #63 - the right tackle. I thought it was legal for linemen to release as long as the pass did not go beyond the LOS...I have no idea what ruleset or hybrid ruleset this league uses.

So my question: is there a specific ruleset that does not allow this?
