CR, I agree with the first part of what you said but I don't think the second part is accurate. Check out this video:
Now, ignore the fact someone was geeky enough to shoot video of the 24-second clock

but it appears after the reset at 48.9 the shot clock immediately drops to 23 when the game clock starts, meaning the shot clock is reading 23 from 23.9 down to 23.0.
