I know you know what you think you're saying, but I don't think that was ever true...that it was 24.9. It was 24.0 all the time but the display was rounded up whenever it was without a 10th's display. Thus, it showed 24 all the way down to 23.1 and at 23.0, the clock would drop to 23. When it dropped to 16, it was 16.0.
Now, they round down. So, when it shows 16, it will be between 16.0 and 16.9 and it will only be below 16 when it drops to 15.
