I'd like an opinion about whether the moves in the video below are traveling or not:

Some additional questions:
- Is there a difference between the way this is called in different leagues? FIBA, NCAA, NBA?
- If it's not traveling: why does the coach say at the end, "be careful about the way officials are calling the game."
