Because a defender could come up and intercept the pass/roll, where running alongside the rolling/bouncing ball can "protect" it from the defense. Also, it gives the thrower-in a chance to get up the court while the ball is still rolling, so you have a better chance of having all 5 on offense.

I'm not a big fan of the play, just trying to help present why it's still being done. I'm also not a big fan of some officials still wearing a belt, but I can...well, no I can't.
