Not having a whistle immediately upon contact is a great example of a patient whistle.
On a play like this, you can wait a second to see what happens. A initiated contact and the ball became loose when the ball hit B's arm. B did nothing wrong. Since B possessed the loose ball cleanly, there was no disadvantage to B, and the officials properly had a no-call.
